Article 271. Registration required for Securing Recognition for the Purpose of Contesting

Elections as Political Party: (1) Every political party that is registered pursuant to Article 269 and intends to secure recognition from the Election Commission for the purposes of elections shall be registered with the Election Commission in fulfilment of the procedures set forth in the federal law.

  • (2)The political party shall be required to submit a yearly audit report in addition to the matters set forth in clause (3) of Article 269 a petition to be filed for the purpose of clause (1) and also fulfil the terms set forth in clause (4) of that Article.
Article 272. Other Provisions relating to Political Parties

Article 273. Emergency Provisions
  • (1)In case a grave emergency arises in sovereignty, territorial integrity or the security of any part of Nepal by the reason of war, external aggression, armed rebellion, extreme economic disarrays, natural disaster or epidemic; the President may, by Proclamation, declare or order a state of emergency in respect of the whole of Nepal or of any particular part thereof.
  • (2)Notwithstanding anything contained in clause (1), in case there arises a grave emergency in a Province by the reason of a natural disaster or epidemic, the concerned Provincial Government may request the Government of Nepal to declare a

Proclamation or order a state of emergency in respect of the whole of the Province or of any specified part thereof, in accordance with this Article.

  • (3)The Proclamation or order issued pursuant to clause (1) shall be laid before both Houses of the Federal Parliament for approval within one month from the date of issuance of such proclamation or order.
  • (4)In case the Proclamation or order laid for approval pursuant to clause (3) is approved by at least a two-thirds majority of the total number of the then members of both Houses of the Federal Parliament, the Proclamation or order shall continue in force for a period of three months from the date of its issuance.
  • (5)In case the Proclamation or an order laid for approval pursuant to clause (3) is not approved pursuant to clause (4), the Proclamation or order shall ipso facto be inoperative.
